STEVE MOORE
Steve has been engaged in the administration and enforcement of a variety of licensing categories over the past 30 years particularly Liquor, Event and Entertainment, with considerable knowledge of conflict resolution and disorder management.
Whilst originally based within the metropolitan areas of Yorkshire, within the last two 2 years he has extending his areas of expertise whilst working with statutory bodies and licence holders in the West of London, Surrey & Sussex.
Steve has family connections with the Licensing trade which stretch back many years, being sympathetic with the needs of Licensees, using the knowledge gained to find cost effective solutions to profit eating conditions.
By reviewing and testing all the evidence presented by the regulatory bodies, he is able, where necessary to negotiate conditions which are favourable to all parties, suggest training, managerial, procedural and documentary enhancements which will prevent restrictions in trade.
With over 30 years experience preparing and supervising case papers, presenting those case matters and evidence at all areas of jurisdiction Steve presents himself as a competent advocate of your needs. He will use his acknowledged negotiating skills to prevent closure.
Where severe restrictions or closure orders are in force, Steve will research the full history of those premises and attend meetings between licence holders and regulatory bodies presenting the clients case.
Whilst dividing his time between the North of England and West London Steve is only a phone-call away.
IAN SHAW
I was born in London in 1952, and I am married with two daughters who have between them given us three grand children.
On leaving school aged 15 years I completed a 6 year apprenticeship in printing, following which I moved into sales within the printing industry until November 1979, when I joined Warwickshire Constabulary.
I retired from Warwickshire Police in December 2004, after 25 years service.
During my police service I learned all about the Licensing Act 1964, whilst serving as a community beat officer on a town and a rural beat, as one of my duties was to inspect licensed premises on these beats, dealing with all aspects of the licensing law relating to the premises concerned. I have also gained experience in conflict resolution, disorder management.
Having gained this experience in the licensing law, it stood me in good stead for a new career as a Licensing Officer, because the new Licensing Act 2003 was due to be implemented in August 2005, although the process for applications under the new law started in February 2005.
I started working at the London borough of Hammersmith and Fulham as a Licensing Officer in January 2005, working through to March 2006, covering all aspects of processing the applications during the transitional period from February 2005 to August 2005, prior to the implementation of the Licensing Act 2003 in November 2005.
On leaving Hammersmith and Fulham at the end of the contract, I have been moving around various London boroughs, (i.e. Havering, Greenwich, Waltham Forest) working in their licensing department as a contract temporary licensing officer. Since March 2006, I have been setting up the business with my partner Stephen Moore to provide a bespoke licensing company to deal with all aspects of the licensing industry.
During the eighteen months since I left the police service I have gained the BIIAB level 2 National Certificate for Personal Licence holder, and a BIIAB level 2 National Certificate for Licensing Practitioners.
Whilst the work we do at Moore and Shaw LLP is aimed at the licensing trade, I am always available for contract work within the licensing industry.
